TFG Minister Condemns Extremists’ Theft of Animals from Pastoralists

(Mogadishu, February 27, 2011)-Yusof Mo’alin Amin, Somalia’s Minister
of Agriculture and Livestock, has condemned the extremist insurgents’
practice of stealing animals from pastoralists under the pretext of
collecting Zakat, but then selling them and using the proceeds to fund
their war against the Somali people.

Press reports indicate that the extremists yesterday stole 150 animals
from pastoral communities in the Lower Juba region and sold them off
at Afmadow livestock market. It is also reported that they interfered
with business practice and compelled all traders at the market to
adjust their prices to a rate they themselves had set.

“This sort of behaviour is just further proof that the insurgency has
nothing to do with Islam,” said Mr. Amin. “The Islam does not sanction
theft from poor people to fund an illegitimate war against the
people.”

He also noted that the extremists’ actions were in sharp contrast to
those of the Transitional Federal Government and the AU Mission in
Somalia (AMISOM), who are rebuilding markets and facilitating trade at
the Seaport and Airport.


The government, which is still in its first 100 days in office, has
reformed the country’s public finance system and, as noted by a
recently released report from the International Crisis Group, “has
been making serious attempts in recent months to inject
professionalism and transparency into the revenue collection and
management system, as well as to strengthen internal mechanisms
governing dispersal of government money … and create a more open and
accountable fiscal and monetary system.”

الحكومة الصومالية تدين نهب المتطرفين لمواشى المواطنين الرعاة.

أدن وزير الزراعة والثروة الحيوانية السيد “يوسف معلم أمين” قيام
المليشيات المتطرفة بنهب المواشى من الرعاة تحت ذريعة جمع الزكاة ، حيث
تقوم هذه المليشيات ببيعها بعد ذلك لتمويل عملياتها الإرهابية ضد الشعب
الصومالي.

وأكدت التقارير الصحفية بأن المتطرفين قاموا يوم امس بنهب 150 من المواشى
من المجتمعات الرعوية فى إقليم جوبا السفلى بجنوب البلاد، ثم قامت ببيع
المواشى المنهوبة فى سوق المواشى بمدينة “افمدو” بجنوب البلاد. وأجبرت
المليشات المتطرفة تجار المواشى فى السوق على بيع مواشيهم وفق الأسعار
التى حددتها المليشيات المتطرفة.

وقال السيد وزير الزراعة “إن هذا النوع من السلوك هو دليل دامغ على أن
ممارسات المتطرفين ليست لها علاقة بالدين الإسلامى الحنيف ” وأضاف ” إن
الإسلام لا يجيز نهب المواشى من الفقراء واستخدام هذه الأموال فى حروب
ظالمة ضد الشعب ” وأشار الوزير الى أن تصرفات المتطرفين تختلف بشكل صارخ
مع توجهات الحكومة الصومالية وبعثة الاتحاد الإفريقى اللتين تقومان
بإعادة بناء الأسواق وتسيير حركة التجارة فى الموانئ والمطارات.

إن الحكومة الصومالية وهى لا تزال بعد فى المائة يوم الأولى من عمرها
قامت بإصلاح النظام المالى فى البلاد ، وكما لاحظ تقرير مجموعة الأزمات
الدولية الأخير” فإن الحكومة قامت قى الأشهر الأخيرة باعتماد المهنية
والشفافية فى تحصيل الإيرادات وإدارة الأنظمة المالية ، لتعزيز الاليات
التى تحكم إنفاق الأموال الحكومية… واعتماد نظام مالى ونقدى ذى
مسؤولية.
