Somali Finance Minister warns ghost civil servants within government ministers

The Finance Minister of the Federal Government of Somalia Abdirahman Duale Beyleh has warned what he termed as ghost employees within government ministers.

Speaking at a meeting attended by the Finance Ministry officials in Mogadishu, the minister alerted the existence of more than five thousand civil servants registered at the ministry’s payroll which a good number of them are residing in overseas.

“We have noticed the existence of many ghost employees who regularly get paid.” Minister Beyleh said cautioning that such behavior is seriously affecting the other employees’ rights.

“Some of those on the government payroll are also contracted in private sector agencies who get double payment.” the minister added.

The Ministry of Finance announced full employee and civil servants reform which will give all civil servants one month deadline to report or lose their jobs and being labelled as ghost employees.

“We give them [ghost employees] until the end of this month [July], should they fail to appear in person at their duty stations, we shall remove them from the payroll and cut all projected payments.” Minister Beyleh declared.

The Minister also ordered an urgent audit into the number of bona fide civil servants by the end of this month as the deadline expires.
